Не хочу Вас разочаровывать, но Вы сослались на недействующую редакцию УК Эстонии. В действующей (https://www.riigiteataja.ee/akt/129122011190) такого нет. То есть, когда нормальные страны от таких положений избавляются, РФ их себе вводит...
