Честно, такой вывод имеет хотя бы какой-то смысл.
Замечу, у меня нет юридеческого образования, логику никогда и нигде не изучал... но такое стыдно читать.

А Вы целиком прочитайте. Там еще и такое есть:

We know that Russia had been involved in training separatists to use that system. And that is why the Russians are responsible for that and why the international community is now focused on isolating the Putin regime and getting".

Так что, как captain_sync написал выше: "Причины падения расследовать нет необходимости, они очевидны. Хотя, Россия очень пыталась замутить суть дела, но слишком уж грубо вляпались на сей раз. Единственное, что на сегодняшний день подлежит расследованию - это степень участия России в этой истории. То есть детали - стреляли ли кадровые российские военные, или "ополченцы" под их чутким наблюдением, с какой стороны границы подсвечивали цель и пытались ли вообще её опознать.
А то, что сбили ракетой из российского "Бука", с территории, контролируемой террористами, уже доказано."
